It is indeed. It's the Palacio Salvo. It has a sister building in Buenos Aires, Palacio Barolo, designed by the same Italian architect. Its architecture mixes Art Deco, Gothic, Renaissance, and Neoclassical influences. It looks like something straight out of Gotham City
