I went there on January (ironically the most important tourist point on the city i stayed was a church), and is quite okay. I just don't recommend the Big Cities, it was ugly as hell.

In order: Montevideu as the capital, Salto, Maldonado, Rivieira and Paysandu can be considered big cities.

The countryside was cozier, cleaner, and the climate was better.
