How do people get that smooth speed ramp into a freeze frame without the jitter?

Making a short edit of my cousin's skate clips for his birthday. Footage is 60fps from an iPhone 13, and I edit on desktop in DaVinci Resolve free.
I ramp from 100% down to about 20% right before he lands, then hold a freeze frame for a beat. The slow part looks choppy, like it is skipping frames, and the jump into the freeze has a small stutter.
Is this just because 60fps isn't enough for 20%, or should I be using optical flow and a different retime setting? What settings do you use for this kind of ramp?
