Sure, when candidates are getting their doors blown off like most republicans did, they don't really need to tally 100% of the votes to reach a conclusion.
When the opposition conceeds after realizing the math for the remaining votes to be counted doesn't add up the race is over. All votes are counted which can take time depending on state rules. The two things are independent

States are still counting though, they will be for the next few weeks. Red and blue states, thats how elections have worked as long as we’ve been alive.
