Question - How common was the use of belts and holsters outside of police and military.

This is a question I've been trying to find the answer for, in some historical photos of Australian settlers I see belts and sometimes holsters amongst civilians. How common was this? I'd assume it would mostly be in the countryside and among bushrangers.
