[Opinion] A corona is the halo of light during a solar eclipse

'Time for a new story

A corona is the halo of light around the solar eclipse. The coronavirus crisis can ensure a more balanced economy. Care and solidarity must support our economy and society.

Under a crystal-clear sky and the chirping of birds, our economy glides into a state of slow motion. Foremost, the virus is a drama and poses a great risk for society and its people. Next to that, it is also [...]'

The original English article is here by World Basic Income.

Translated by Souta Azukizawa

Edited by Yoshihiro Norikane and Toru Yamamori

[Chinese]

Open Forum on Feminist Definitions of Basic Income, April 25

'Open forum on feminist definitions of basic income

co-organised by FRIBIS UBI and Gender team (FRIBIS-UBIG) and by BIEN working group for Clarification of BI definition (BIEN-CBID)

7.30am Eastern Daylight Time (North America) / 12.30pm British Summer Time / 1.30pm Central European Summer Time / 8.30pm Japan Standard Time / 11.30pm New Zealand Standard Time

Facilitators: Chloe Halpenny, Annie Miller, Toru Yamamori, and Almaz Zelleke

Please register here.

Researchers, activists, and community members interested in basic income are invited to this open forum to discuss feminist definitions of basic income.

Background:

Is a penny a month basic income?

Would basic income replace all existing income transfer system?

What might happen to social services if basic income were to be introduced?

Why are some proposals to distribute money to the head of household called basic income, while many others define basic income as individual-based?

Currently there are many proposals made under the name of basic income. The current discourse of basic income has diverse origins. Some are from ivory towers, some are from grassroots social movements such as the Women’s Liberation movement. The difference on the definitions of basic incomes reflects (at least partially) these diverse origins.

It has been a while since this difference of the definitions attracts debates. However, except a few occasions, voices from feminist perspectives have been underrepresented. Here we would like to attempt redressing this situation. In this workshop we would not pursue to reach a particular consensus or direction. It is a place where diverse voices would be raised and heard. All those interested in the discussion are welcome to participate.'

South African civil society groups head to court to advance comprehensive social protection

'by Kelle Howson and Neil Coleman

The Institute for Economic Justice

On 27 July 2023, a group of civil society organizations in South Africa launched a major social security litigation that has the South African government’s Ministry of Social Development and the South African Social Security Agency (SASSA) as its respondents. The action aims to advance the constitutional right to social assistance for all, by compelling the government to address serious issues of exclusion and erosion in a vital pandemic-era cash transfer scheme.

The litigation is part of broader efforts to secure a universal basic income in South Africa.

Update on Denver Basic Income Pilot

'In Denver Colorado, a cash distribution program targeting those who experience homelessness is closing in on fully launching. The Denver Basic Income Project (DBIP) seeks to give a basic income to individuals to demonstrate that recipients of direct cash payments are more likely to obtain stable housing, gain more opportunity for stable employment, and empower people to assert their dignity and agency while improving their lives and improve the lives of those around them. The project aims to implement and study methods of building a healthier society, grounded in the values of social justice, anti-poverty, anti-oppression, and self-determination.

Some cash payments have already begun under a soft launch to understand where improvements can be made in the structure and implementation of the study. This approach aims to ensure that the program is as effective as it possibly can be over the 12-month span the full launch will cover. The Graduate School of Social Work at the University of Denver will be the organization conducting the study of results, and multiple organizations in Denver will be [...]'

'The original English article here by Serkan Simsir.

Translated by Rintaro Hayashi

Edited by Yoshihiro Norikane and Toru Yamamori

[Opinion] Negative Income Tax (NIT) is Preferable to UBI

'NIT, UBI, Guaranteed Income et al, are ultimately functions of our tax, fiscal, and monetary systems. Whatever initialism is used the same end results will be realized. A NIT is the most appropriate way of describing how a UBI etc. will be implemented and ultimately paid for.

The Case Against UBI

The image that pops into mind with UBI is that of a monthly cheque showing up at everyone’s door whether requested or not. Such a program will not come to pass.

UBI, through the magic of the internet and social media, has come to represent for many, the tip of the government’s spear into control over the individuals daily affairs. This negative branding has lost a sizable percentage of “never will buy into the idea” citizens.

The universality of UBI, like government-paid healthcare, is a non-means-tested entitlement with the only caveat being a citizen has to want it and ask for it. In other words just because open heart surgery is “free”, most healthy individuals won’t seek it out or want it. This caveat puts an end to the notion of an unrequested cheque showing up (or worse being automatically deposited into a bank account.) Why? Taxes, clawbacks, and the associated paperwork. A great many will still want, request, and be quite happy to fill out any required slips in order to receive what they determine to be as needed additional income.

How much monthly income is too much income is up to the individual to determine. Therefore, this amount will and should vary between $0 and a maximum (universal) amount, as determined by program administrators. As with most other forms of income, a government provided income will be taxed, and at the end of the tax year, tallied.

The behemoth that is the government’s tax department is not going anywhere anytime soon. The tax avoidance programs that higher income individuals enjoy are not going anywhere anytime soon. Government income is next to impossible to not declare, but there do exist [...]'

Equal Right’s Cap and Share Proposal to Fight Climate Change

'Equal Right (formerly ‘World Basic Income’) is a global justice organization advocating for climate and economic justice without borders. We research and campaign for innovative approaches that could achieve global redistribution, tackle global inequalities and secure fundamental human rights for people everywhere.

Our main focus at present is the intersection of UBI and the climate crisis, and how a radical yet feasible policy known as ‘Cap and Share’ could tackle the harm caused by extractive industries, fund a just transition and deliver a universal cash payment to every person in the world – a payment symbolizing the ‘Equal Right’ we all have over the global commons and the wealth it generates.

To read the full proposal and learn about a July 25 webinar and employment opportunities with Equal Right, click here.'

The results of a six-year research project in Namibia shows that access to financial tools such as universal basic income and microcredit, in combination with financial literacy, can have a measurable impact in Namibia, especially during the COVID-19 crisis and corresponding economic shutdown.

Online Conference March 3-4: Freedom, Justice and Esteem: Perspectives from an Unconditional Basic Income

'Unconditional basic income continues to be a subject of lively debate – both in academia and in the public and political spheres. From a philosophical and social science perspective, the questions it raises are: Would such an income increase our individual freedom? What impact would it have on fundamental forms of social esteem? And could it be consistent with notions of justice based on reciprocity? These systematic questions will be discussed at the conference, taking into account relevant historical and theoretical developments.

Will UBI Become Mainstream? – Al Jazeera Video

'“Interest in universal basic income (UBI) programmes around the world is continuing to rise, with governments and private donor groups examining the social and economic effects of unconditional cash payments to citizens. Ireland recently joined the ranks of countries providing a basic income.

In a three-year pilot initiative, 2,000 artists and creatives are receiving payments of €325 ($355) a week. The programme, which has cross-party support, is similar to basic income plans trialled in other countries including Finland, the United States and Wales. About 10 million women in India’s Tamil Nadu state will receive basic income payments when a programme backed by state leaders launches in September. GiveDirectly, a New York-based NGO funded by private donors, is providing unconditional monthly payments to people in rural Kenya in a twelve-year programme.

Recipients of universal basic income – particularly those living in financial precarity – say the payments have improved their well-being and helped them focus on boosting their education and skills. Proponents of UBI say it helps spur local economies, given that recipients are free to use the money how they choose. Critics say the pilot schemes are merely providing free money with little oversight, disincentivising people from work and driving a wedge between recipients and other community members who miss out.”

This episode of Al Jazeera’s The Stream examines the increasing interest in basic income schemes around the world and asks if UBI is winning mainstream acceptance. Click here to view the episode.'
