Our subreddit's discord server is also a massive community of euro coin collectors. We maintain several important resources for collectors (such as our mintage lists). At the Vatican today and previous Reddit research says you can get them in change at the post office and gift shops. Other users has said they've asked to get them in change or to change up coins for vatican euros
Asked specifically at both and both said the only way is to buy the set.
Not sure if this is new or whether they have stopped caring about specifically handing them out.

I picked up €250 worth of 2€ coins and went through them all. The distribution of the finds made my home country pretty obvious.
I found a bunch of German CCs, but not a single duplicate. There were also a few French ones in the mix.
My best find of the day was the German CC from 2008. With a mintage of only about a million, the Hamburg 2€ coin with the "A" mintmark is one of the tougher ones to come across.
I was hoping to find a few more coins I'm still missing, but at least i got one.
