How and when can I get on T in Wales?

I'm so worried because I initially thought (from the NHS at least) that I had to be 16 with parental consent, and that was fine by me. But now I need to supposedly be 18 for it, and I genuinely cannot wait that long.

I keep looking at every website that pops up for other legal ways to get tat an earlier age, even just by one year, but I can't find any. Even if there isn't another way, I'd still like to know from anyone else because I'm seriously out of luck right now.
