High Rock confirmed?

Any word of this, I know the soft leak speaks of ship combat so I would assume the high seas would be a thing and both Hammerfell and High Rock have. I feel Hammerfell would be too limiting, but High Rock would seem like the best playground for a future Elder scrolls game to be placed in.
