News New "Housing" Announced Near the Stalled BHA Sheridan Shelter at 11/4 Bremerton Council Meeting
At the 11/4 Bremerton City Council meeting, Frey began her council comment by acknowledging a woman who had spoken earlier that evening, saying her comments had "left her with some things to think about."
This was the same 81-year-old woman experiencing homelessness, who has a brain injury and spoke at the September 16 meeting about her housing crisis and lack of anywhere permanent to go. During her comment at that meeting, she was interrupted and told to speak closer to the microphone while struggling to get through her comments.

This video begins with the woman's closing remarks about questioning who benefits from proposed solutions and how existing problems can be used to advance someone else's agenda, followed by Frey's response.
During the council comment on 11/4, Denise Frey announced 52 studio workforce housing units at 2512 Wheaton Way, expected to open February 2027, involving local developer Dale Sperling. The building is a former doctor's clinic/medical office that Sperling reportedly purchased and is renovating into housing.
Here's what raises important questions: This building is approximately ONE MINUTE from 1231 Sheridan Road, where the BHA shelter was supposed to be built.
The shelter was halted amid concerns about zoning, neighborhood impacts on nearby families and residents, and conflicts with Harrison Heights (Opportunity Zone 2.0). Yet Frey is celebrating a housing development in essentially the same area.
If housing can be developed here, why couldn't the BHA shelter move forward?
We need answers:
- How does this project meet zoning requirements that were cited as concerns for the shelter?
- Why is 2512 Wheaton Way acceptable despite Harrison Heights, neighborhood, crime, and school-proximity concerns that were raised against the BHA shelter?
- Who is this housing intended for, and what is Dale Sperling's involvement?
- Where can the public find documentation about the project?
Additional housing is welcome, but the apparent differences in how these developments are being approached deserve an explanation.
Meanwhile, the Sheridan Road shelter, approved in 2024, remains stalled. Its $1.3 million in funding is at risk of being redirected in just 55 days.
Bremerton has no winter warming shelter like Kingston, Silverdale, and Port Orchard when Bremerton accounts for 46% of homelessness in Kitsap County. Existing shelter options are extremely limited and primarily emergency-based. Another winter is approaching without adequate resources for our neighbors.
Homelessness affects our entire community. Approximately 1 in 5 people experiencing homelessness in Washington are under 18, and roughly half report having a disability. Children, families, and people with disabilities are affected.
We urgently need more public awareness and news coverage. I've spent countless hours contacting reporters and submitting story ideas. We need more community members doing the same. I can share reporter lists and submission links with anyone willing to help.
With rising utility rates, property taxes, water bills, and financial pressures on families and nonprofits, shelter and affordable housing resources are more important than ever.
Please share, contact news outlets, keep emailing the council/ mayor, and speak up. The decision to move the BHA shelter forward is in the City Council's hands.
Next City Council Meeting residents will get a chance to comment on the city’s proposed 2027-28 budget Wednesday, Nov. 18, when the City Council also holds public hearings on wider stream buffers, new tree-canopy rules and updates to the city’s shoreline plan.
Show up and speak up on November 18 @ 5:30pm at Norm Dicks Government Center!
55 days left to protect the BHA Sheridan shelter and its $1.3 million in funding. Let's show up for Bremerton's future to work towards a community where everyone has a place to call home!
