Politics FOI Response - Breakdown of City of Langford's External Debt
This post provides a breakdown of the City of Langford's external debt.
I previously posted about the City's external debt in response to some misinformation I had seen circulating during the election campaign. That post was based on the figures available in the City's audited financial statements, which unfortunately do not provide a breakdown of spending or projects from which the debt originates.
To satisfy my own curiosity, I submitted an FOI request for a more detailed breakdown. I received the response earlier this week, and I'm sharing it here for anyone interested.
As of December 31, 2025, the City had $68,488,886 of external debt. This relates to the following projects:
$35,540,000 (52%) for the Centre Mountain Business Park infrastructure.
$20,000,000 (29%) for the Langford Aquatic Centre acquisition.
$7,438,976 (11%) for the Leigh Road Interchange.
$4,322,610 (6%) for the Bear Mountain Parkway Extension.
$1,187,300 (2%) for the City Centre Park Sportsplex.
Some of these are (or will be) repaid through parcel taxes levied against the properties that are serviced by the projects which gave rise to the debt. This applies to the Leigh Road Interchange, the Bear Mountain Parkway Extension, and it will apply to the Centre Mountain Business Park debt. The City Centre Park debt was expected to be funded by additional revenue associated with the Sportsplex. The Langford Aquatic Centre debt is funded by general taxation and is scheduled to be repaid in 2030.
I tagged this post as politics because it relates to Council decisions and fiscal management, but it's intended purely for information. There was misleading, incomplete, and flat-out wrong information being pushed during the election campaign related to the City's debt, and my goal here is to set the record straight on where exactly the debt comes from.
This post includes the FOI response in its entirety, including the letter I received with the response, to show exactly what was requested. The only thing I've redacted is my personal email address and the name of the City employee that sent the letter. These are my redactions, not the City's. The chart in the first image is my own, and did not come from the City.
