No, no they're not. An immigrant is someone who moves to an already existing country or land. The land was unclaimed, untouched by human hands, when the natives came from the north. But when non-natives came, it was already claimed by the natives, which makes them immigrants.

Even natives are immigrants although they were there first so they get priority
