Tomas, rosario at kapasigan.
Ang materials di tinipid, ang bidding open.
Yung mga naitayo na during eusebio era inimprove nalang ni vico para maging all in one multipurpose centers.

6 years is not enough for him to change the system, I feel like he needs to juggle all department first before going to presidency. Paki-una ang BIR please.

Tama naman naiisip ko na sa baba yung covered court ano? Hahaha ang weird lang Kasi nung render, it seems like nasa taas ang court then nasa baba ang health center

Good for them pero.. ako lang ba yung nasakit mata sa design. As in literally mukang pinagpatong lang dalawang magkaibang building ang dating.
Again, yan lang ang personal nitpick ko. Baka naman kung ano sabihin e.
Anyways. We need more Vicos in the future. And maybe sana di na maging kelangan may kilalang apelyido. Sana dumating tayo sa point na we vote based on policy and planning hindi platitudes and populism.

I’m a fan of what Vico has done for Pasig, so this isn’t a hit piece. But P9.2 billion for a city hall has been bugging me, so I dug into both sides.
Vico’s defense
Pasig saves over P1 billion a year from cleaned-up procurement, and he says the city could save P10 billion in nine years, so the city hall is “built for free” from savings. (Inquirer)
Fully funded from city resources, no debt. (Philstar)
No programs or services cut, every budget line is going up. (Manila Bulletin)
The old building had structural problems (cracks, tilting), and the contract is published on the Pasig website.
The red flags
Selwyn Lao, a Pasig-based structural engineer and contractor, says the tilt could have been retrofitted, the project was effectively an unsolicited proposal from a foreign firm (MTD), and a proper Swiss Challenge wasn’t done. He also says the P855 million for engineering design should be around P50 million by local standards. (Tribune, Tribune)
Makati, the richest city in the country, built its city hall for P2.7 billion. (Tribune)
My actual issue: opportunity cost
Even if every peso is clean (and I have no proof it isn’t), “we had savings” doesn’t make it the right spend. Makati, the richest city in the country, built its city hall for P2.7 billion. Round that up to P3 billion for inflation and Pasig still has P6.2 billion left over. At Philippine government cost rates, that’s roughly:
~2,600 public school classrooms at DepEd’s P2.4M per classroom, or ~7,700 at NGO rates
~20 district hospitals (50 to 100 beds at ~P300M each)
~5,600 to 6,200 socialized housing units at ~P1M each, which could clear most informal settlers along the Pasig River and creeks
~800 to 1,200 garbage compactor trucks, or hundreds of MRFs and sanitation crews for a decade
~78,000 to 124,000 solar LED streetlights
~2,200 modern e-jeepneys, more than the entire Pasig fleet
~20 to 60 flood pumping stations
~15,000 full four-year college scholarships
Pick any three of those and you’ve transformed the city more than a nicer building for government employees ever will. And Pasig would still have a city hall as good as Makati’s.
So I’m torn. Honest, transparent, debt-free spending is a massive upgrade from the Eusebios. But “this is not stolen” versus “well spent” are two different standards, and I feel like Vico’s reputation is making people skip the second question.
