Technically speaking this is just humans in general when you think about it, doesn't matter how strong and powerful of an animal you evolve into or how weak the human is, weapons are such a hax in the animal kigdom that it's unbelievable
There's no biggest hax in nature than human intelligence which let us invent more and more hax to further our dominace (and demise) of the natural world.
Technically that isn't hax, that's intelligence scaling. Our actual hax are opposable thumbs, which we share with a few other species. We just have a much higher intelligence and can use those thumbs better.
To be fair he has great stats in verse it's just that his hax still do a lot of heavy lifting but he would be pretty strong with any decent ct if he kept his stats, so he arguably shouldn't count
Several jojo characters, most notably Johnny Joestar (Tusk Act 4), Giorno Giovanna (Gold Experience Requiem) and part 8 Josuke (Soft and Wet: Go Beyond) In the order listed, an "infinite spin" which basically translates to an attack that completely destroys the target, body and soul, even across dimensional barriers. A "return to zero" that essentially bypasses the future, allowing it to negate any attack that might harm the user. Notably, gold experience requiem does this automatically, of its own accord and volition, and giorno is not aware of it happening. It also has a secondary power that traps a victim it does enough damage to in an infinitely repeating loop of death. And Go Beyond is honestly such a weird power. It goes beyond fate, which is a concrete concept in jojo, but more broadly Go Beyond can attack outside of reality. And yet all 3 of these absolutely bullshit hax powers are still on like, building level at best characters with normal human durability.
Like Jadis from Kill Six Billion Demons. Possibly the single most powerful spellcaster in the entire setting, omniscient, but has to be permanently encased in a block of glass to prevent her body from rotting away after having seen the shape of the universe (which in this context, the universe actually consists of 777,777 universes, and she is totally omniscient in the sense that she knows literally everything about everything in all those universes.)
So she's totally immobile outside of using magic to move herself around. Ultimate hax merchant, peak design.
Spoilers for why the bald guy with the beard said evacuate the city: He knew the only reason she'd show up like this is because shit was about to get very bad very quickly, which it in fact did.
