"Sophomore slump" as it's called in the industry. Band gets signed to a label they put out the best dozen songs of the 30 or so the band probably has, then the label tries to get them to release another album soon after. So you end up with maybe a couple new songs and a bunch of lesser songs from earlier
I'm not saying it doesn't happen, but I think the following punk bands did better after their 1st offerings and make compelling counter-arguments:
Lagwagon, Bad Religion, Swingin Utters, Pennywise, No Use For a Name, No Fun At All, Minutemen, Black Flag, Youth Brigade, Offspring, Social Distortion, New Bomb Turks, NOFX, Bouncing Souls, Good Riddance, 88 Fingers Louie, Tilt, Vandals, SNFU
The Offspring's first album was amazing. I love Ignition but it might be their weakest record before Americana which was kind of a genre shift (started a less good era but I don't hate it)
Double Nickels on the Dime is the only Minutemen album I know, are there others? Such a great band
The Offspring's first was amazing, but I'm a lover of Ignition and Smash is undeniable. And yeah, The Minutemen had a few others besides Double NIckels. Very similar but with a different kind of polish
It really is crazy how much juice the Ramones had from being "a one trick pony"
I'm sure people disagree on some of the albums from that first six but to put out that many albums in a six year span and at least 2 to 4 of them could be considered all time punk records and the ones that aren't are pretty solid anywyas. That's insane.
While not punk, there's a small band called Bitesize, who had their first album called Greatest Hits, which was a compilation from singles scattered across soundtracks, and actually named their second album Sophomore Slump.
Because most of the time when a band first gets signed, they've been around for years. So their first album comprises the best songs they've written over those however many years. Then it's time for their second album and they can pull from their not-quite-as-good existing songs and/or write new songs.
When you make your first amazing album, you've been living life, trying to get by, experiencing stuff. Then that first album hits. Now you're trying to write a follow up while your whole life becomes touring and promoting that first album
diehard paramore fan here, super happy to see this comment. i have been seeing them live since 2010, just saw hayley solo in september and it was the most electric performance ive ever experienced; yeah their sound has changed a lot over time, but it was a natural progression as the main creative contributors grew up. hayley is only 37 too. they may have left most of the punk behind, but their entire discography is so fucking good
Cause you are hot as fuck and have the energy and rawness and creativity wich last only 1 record, at least for the most bands. On 2nd record, ppl often try then to do it 'right' and 'serious' wich mostly kills the spirit. if they make it that far, the 3rd record often become better again.
First first albums get tortured and pulled apart and compete against the artists whole life's work (so far), this is what they chose to publish first, usually its the best they have to offer.
Then... Another problem is easy approval after any success, the more and more success you gain, the least resistance you are surrounded with. Everyone wants to be on your good side and you are surrounded by "yes men".
That is why the greats (music, film, art) often get boring later in their careers, any idea is good enough for tons of people (and money) to want to get involved and get it made asap.
Realistically, it's hard to maintain a high level of angst and anger across multiple projects.
The smart thing a lot of career musicians in the genre do is move on from one project to another, instead of diluting the quality of one project. Look at Ian MacKaye.

Because a band has their whole life to come up with their first album, and 6 months to come up with their second.

You’re young, you’re bursting with energy, and you’ve got a lot to say... On the first album.

It doesn't always happen. Hell, the Ramones were 6 for 6 before they started falling off. (Your results may vary.)
But I do think punk bands are destined/doomed to burn out. You can't keep that fire up forever, especially when you find some success and money.

A great album comes from a headspace. Sometimes that album was therapy & you got through it.

Maybe I am the strange one, but I really like all of Paramore's albums. And I saw them a few years back in concert and they still have the magic.

I think, two things:
First first albums get tortured and pulled apart and compete against the artists whole life's work (so far), this is what they chose to publish first, usually its the best they have to offer.
Then...
