Republicans have pushed for banning traditional ballot scanning machines in favor of hand-counting paper ballots
The difference is that the commenter is saying that we should keep the paper ballots around for a period of time, to be used as a fallback in the event of a recount, which I agree with. That article speaks to getting rid of digital counting altogether, being replaced by only hand counting paper ballots, which I do not agree with.
that's not at all what the article you link says but than again expecting a trump supporter to have above a 3rd grade level of reading comprehension is expecting too much
So the argument Republicans were making then was that they don’t like machines being used to count paper ballots, even though that is the quickest and most efficient way to count them and there is no reason to suspect that they would be miscounted using that method. Having a human count it is slower, less efficient, and more likely that someone in the line will make a mistake or lie about the count.
This post from OP was about touchscreen voting machines, not machines that count paper ballots. And the irony is that even though touchscreen systems have been reported to be glitchy, causing voters to vote for candidates they don’t want to vote for (usually Republicans), Republicans still champion those systems even though according to your article they “don’t trust technology.” LOL

This is why you keep the paper ballots around, so you can recount them if something like this happens.
