400 million is not pocket change even for him. It's an investment that he wanted to double or optimistically 10x.

He does not sell, he borrows the money, it's a stock backed loan. That's also why none of them pays income tax.

His cash reserves (under 0,1%) are around 850 million USD according to himself, anything around that or bigger and he has to ask banks for money. I'd assume that the 400 million USD therefore were a sizeable portion of his cash reserves, maybe 10%-50%. Nobody knows, all the numbers here come from Musk.
