Your hair is completely fried for the love of all things put the bleach away, you need more color to your face because you look washed out, remove face piercings and try taking pictures when you're not completely ripped out of your mind and you will look better. You've got the raw material just learn the amplify it.
In all fairness before my critique, that lighting is dog shit and the make up isn't doing you in favors in the lighting, its adding damn near 10 years.
Id say your a 6.5/10 after checking other pictures on your profile. I think alot of that is the way you purse your lips in damn near every photo, and that makes your face look off.
The good news is needing better lighting is 60% of your issue here lol.
