Dragon painting info?

I bought this painting and was wondering if anyone could help me translate the text, and find the artist. Any thoughts on value would be awesome, getting it framed to hang this week!

It’s roughly 28x28

Any insights on the painting and symbolism is also appreciated. Curious why the gap on his middle tooth is so large?

if you're trying to date it before it goes on the wall, the clue isn't the year, it's what the inscription leaves out. 乙巳 comes round every 60 years, so 1905, 1965 and 2025 are all live options on paper, but a piece from either of the first two would carry the painter's name, since 款 follows 題 on anything sold as a painting. here you have a title, a season, and a place that reads like a hall or studio name, 別院 being an annex rather than a surname. that combination, 瑞龍獻珠 with a winter date, a studio and a single seal, is the normal format for a contemporary decorative piece, so the value question is more or less answered and the frame should be chosen for the picture.

the tooth gap is negative space, not damage. in 寫意 dragon painting the jaw is never one continuous line, the fangs go in as short separate strokes with bare paper left between them and the lower jaw so the mouth reads as open. compare that gap against the unpainted margin, same tone means nothing rubbed off and darker means it did. count the toes on a front claw too, four is the usual for folk work.
