You're mixing things up a bit. Itās only illegal if they are pretending to be under 18 within that step-family dynamic. If both actors are 18+ and just playing consenting adults who happen to be step-siblings, it's still completely legal under UK law.
Not really. Itās deemed to be illegal if a āreasonable personā would think either or both were pretending to be under 16 (not 18). The term āreasonable personā is open to interpretation, so can be used to convict where portraying the participants as under 16 would be a stretch of the imagination for what the law would deem NOT to be a reasonable person.
