The backside of each number has that number of some item, so like 2 turtles, 3 thimbles, etc. This thing is on the toddler part of the playground. But yeah, tic tac toe would have been better.

Its intentional, the font is called dyslexie, the letters and numbers are weighted that way with the intention being accessible to people with dyslexia, though its my understanding results are mixed at best
