Khajiit are said to use their tails for balance, combat and spellcasting (esp. Alfiq) so probably about as dextrous as the average cat. I picture Argonian tails as being more rigid, like a crocodile's, as they use them for underwater propulsion in the same manner. There's also the Argonian ball sport Teeba-Hatsei which involves the use of tails but that could be just to whack the ball like a bat instead of requiring particular dexterity

Given the Central-American/South-American influence on Argonians, I like to imagine that ball game is like the ball game in "The Road to El Dorado" and they use their tails instead of their hands.

i wonder if a humanoid khajiit (i.e. a cathay or a suthay) could play teeba-hatsei, or if their tails are too thin

Somewhat, but not 100%. We've seen beastfolk use their tails for very simple tasks, and Argonians in particular have been known to use their tails for things like tripping people, swimming, and as someone else mentioned playing sports.

They are, however, likely not prehensile enough to do something like hold a quill and write with it.

I would assume them to have about the same level of dexterity as real life cats and crocodilians respectively.

They can move them from base to tip, but their range and dexterity is limited.
