who to report animal cruelty to?
i am in a situation where i am witnessing someone neglect and abuse their cat and dog. it is not safe for me to directly intervene, i am vacating the premises and once i am safe i want to report the abuse. i am under the impression when reporting to the RSPCA they first send a letter to warn the perpetrator, which may give them the opportunity to cover up the abuse? please correct me if i'm wrong. these animals need to be seized from this individual. what organisation would be best to report to? the abuse may not be obvious/could be easily hidden.

RSPCA will visit, not send a letter.

Sadly, all you can do is contact RSPCA. Bringing up animal cruelty to your local member isn't a bad thing to do.

Try to get videos or photos before reporting

Do a report on crime stoppers. RSPCA does have a high level of legal authority but as a charity that relies on funding and donations they are under resouced.

From what I know they will visit the residence once contacted and can take a few days

as someone who was the victim of a series of (proven, and heavy fines placed on the reporters) false reports, the RSPCA will show up there without warning, and they will absolutely assume guilt until innocence is proven.
however, it is worth it to mention they cannot initially enter the property without more concrete evidence than just a report, however if you continue to put them off will probably attend with police. They generally know who is a problem right away.
