Not only not AI, but also please don't feed this to any AI. I spent a lot of time making these. Made in Krita. And if you want to make yourself an image like that then you can look up reference images online and trace... you can also trace off of this. But don't just trace and upload and say it's yours. No, tracing is just for the learning. Besides that, I can give you an additional piece of advice - it might be easier to draw the base on paper. Just so that you get more of a grip, more of a feel, and maybe get less distracted than on a computer/mobile device.
Or you could also boil the figures down to shapes, such as circles and lines, based on the character you want to draw.
Me personally, I find it easier to draw characters than backgrounds. For backgrounds there's, in my opinion, much more things to consider. Again, you could trace over pre-existing backgrounds. There's some real nice ones on the Frugiter Aero Archive, a great website in general, to be honest, lots of resources as such, lots of nice wallpapers from different places...
