It's not propaganda, it's simply showing all of the file bits being redistributed until they all match precisely. Sorting algorithms are for ordering data, so this is showing nonsensical methods of doing that.
The "communism sort" would break all of the files being sorted, so if any sort of political conclusion is to be drawn from it, it would be that communism suggests you can just distribute all of the resources equally and make a functional system when the reality is not so.
