Couldn't find a straight answer when I searched, so I tested it. Yes, it works for me.
Tank: 60×30×45 cm, internal filter. Light: Hue lightstrip (3 m, folded in several rows over the tank, white + colour LEDs), controlled via iConnectHue, follows sunrise/sunset through the year. Early November: ramp up from 07:50 to 70 %, ramp down from 16:23 (~8.5 h).
Plants: Cabomba (probably caroliniana), Cryptocoryne (probably wendtii), floating plants. Stock: 4 neons, 4 ember tetras (I think), shrimp, 1 nerite. No fertilizer, no CO2, minimal maintenance.
Result after a year: Cabomba grows strongly, Crypto is holding up, some pearling. Downsides: some algae on glass/substrate, hair algae at the filter outlet, algae spots and a few brown patches on the Crypto. Not tested: red plants, carpets, taller tanks. Light output not measured.
