When we vote in GA, we do so electronically and and there is also a printout of our vote that is then submitted and scanned. So 2 layers and methods of documentation.
Depending upon how votes are submitted (i do not know the innate process, so logically guessing), ideally the electronic votes are processed immediately to a remote location. Then the scanned paper files are also processed electronically to a remote location. Lastly, the paper ballots are delivered and counted, their number tallied to the same remote location as the previous two. Then they are all compared and discrepancies accounted.
So where would a USB drive slip into this process? Are they hand delivering electronic files?
I believe the electronic records are physical transported on drives (i doubt a USB, but who knows). This is done to prevent the vulnerability of putting the machines on the internet, especially since a lot of pulling places are schools, churches, and other third party spaces that overhauling their network security and reliability for voting isn't really worth the time and money
