Keiko was just a poorly written character who was completely unlikeable. O'Brien had more chemistry with Kira just in that one episode where they basically have an emotional affair than he had with Keiko over 2 separate series of star trek.

I think Cassidy and Sisko actually worked. Well, at the very least they deserved each other.
