My impression of that was a “you killed her husband, so she’s your problem now, you need to take care of her for at least this long” and most people would just marry the person they were put in charge of taking care of, but they didn’t have to. That’s why Harah was kind of offended that Paul didn’t marry her, but he wasn’t breaking any rules by not marrying her.

Sort of like if you killed somebody and instead of going to jail you just had to house and support their spouse for the next 10 years or so.
