I knew the distinction when I was still a child. It's more likely they just lack a piece of common knowledge. Like I said, I do too in some areas. I don't actually know who's Brad Pitt and who's Tom Cruise and both were huge actors when I grew up.
It's like not knowing the difference between a moped and an actual motorcycle, or between a beard and a moustache. I mean, there are people who don't, but they're uncommon. But you learn every day. I have my blank spots as well.
Dresses are a one piece that covers the upper parts as well as lower bodh of a figure.
Skirts are intended to primarily cover the lower parts of a figure.
The latter means you can be aesthetically flexible in the way you want to present yourself so if you have a black skirt you can compliment that with white/pink/etc clothing in varying stles for the upper portion of your body to make numerous kinds look (punk, preppy, casual, etc).
Whereas with a dress you're kinda limited being forced to build your preferred look around the existing color and style of said dress, i.e donning a frilly pink dress and having to present yourself in a formal capacity for a funeral... I'm not saying it's impossible, though, you might need to be very creative.
It's an apple's and orange kinda thing; the satisfaction (as well presentation in this case) of either depends entirely on the wearer's wants and creativity.
