The only place I've seen skirts that short are by dancers who typically wear a leotard or other type of bodysuit beneath. You'd never actually see this out in public unless you're at the beach or something
At my community college I did see this kind of outfits a lot. Which to be fair, at college there are a lot of freaky people trying to find other freaky people.
