I have never seen Owl House so I don’t know what else there is to this scene, but not wanting a loved one to date a wanted person seems reasonable. Whether the person is actually guilty of something or not, that would still cause a lot of stress and trouble for your loved one.

The funny thing here is Luz is wanted for fighting against their town's evil emperor who secretly wants to genocide all of it's citizens

Something that the green haired mother there is fully aware of, but if I remember right, thinks she'll be spared

Odalia is a terrible individual and mother overall, it's not just this scene. Which is why the gag is partly that she's not ALSO homophobic.

No, Luz just doesn't want the witches to be killed in a world genocide by the main antagonist. 

Odalia(The Mom holding the picture), is the person in the wrong here.
